Dr. Hans Bos

Johannes M. (Hans) Bos is the Principal Investigator of the i3 Validation and Scale-Up studies of the BARR model. He is a Senior Vice President in AIR’s Human Services Division, where he contributes to business development, strategic initiatives, quality assurance, and leadership development. Before assuming this corporate role, Dr. Bos directed AIR’s International Development, Evaluation, and Research (IDER) program. Dr. Bos is a nationally recognized expert in the conduct of randomized control trials in education and other areas of social policy research. He specializes in early childhood development and brings more than 25 years of experience in evaluation design, outcome measurement, and impact research. He has conducted numerous domestic and international evaluations and policy studies in education, child development, welfare reform, and labor policy. In addition to his work in early childhood, Dr. Bos has studied programs providing job training for economically disadvantaged youth, programs supporting teen parents and their children, and programs supporting high school to college transitions for low-income high school students. In recent years, Dr. Bos’ work has also included evaluation of health and welfare reform programs, literacy programs in middle and lower-income countries, and programs to improve the process of teacher recruitment, hiring, and induction.

In addition to his role on the two BARR studies, Dr. Bos serves as a principal investigator or senior methodologist on several other research and evaluation studies, including a randomized control trial of a book reading intervention in New York City’s PreK for All program, a comprehensive evaluation of the Birth to Eight Strategy for Tulsa (BEST) for the George Kaiser Family Foundation, and an evaluation of First 5 Los Angeles’ Welcome Baby home visiting program. Dr. Bos earned his Ph.D. at New York University’s Robert F. Wagner School of Public Service, where he also taught statistics, financial management, and program evaluation. Before that he earned a Master’s Degree in Architecture and Urban Planning at Delft University in the Netherlands. Dr. Bos has published in Evaluation Review, the Journal of Human Resources, the Journal for Research on Educational Effectiveness, and Child Development. Dr. Bos has also served as an external peer reviewer and Senior Advisor for the U.S. Department of Education’s Institute of Education Sciences, the Education Endowment Foundation in the United Kingdom, and the Bill and Melinda Gates Foundation.
